Approve the Purchase Order in the amount of $200,000 to BloomBoard for the renewal of the Associate Teacher Program

Executive Summary

The Director of Human Resources, on behalf of the Superintendent of Schools, hereby requests the Board approve a purchase order for BloomBoard to support the continuation of the Associate Teacher Substitute (ATS) program, originally implemented during the 2023-2024 school year.

Since its inception, the program has produced 26 graduates as of the conclusion of the 2025-2026 school year, with an additional 37 participants currently enrolled. Funding for this initiative, along with related efforts such as mentor supplements and alternative certification retention supports, is provided through vacancy funds and does not result in any additional cost to the general fund. This strategic use of vacancy funds allows the District to invest in the development of future certified educators, many of whom are valued members of our community and have previously served as paraprofessionals or in other instructional support roles.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District.  Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
