Executive Summary
The Director of Labor Relations & Professional Standards, on behalf of the Superintendent of Schools, hereby requests the Board approve the renewal for Florida Blue to be fully insured at the 95% contingency rate, and continue with FLEHT onboarding and provide direction to move forward with standing up a clinic in 2027. This recommendation provides the least disruption to our employees. The pricing, network, and pharmacy benefit manager are consistent with the original plan and everything that has transpired during open enrollment is consistent with this necessary shift. Our employees will be with the same doctors through the Florida Blue Network, and we will remain with the same Pharmacy Benefit Manager with Florida Blue, so prior authorizations already completed remain in place. Continuing in the onboarding phase with FLEHT allows us to have access to their role in getting bids from multiple avenues as we plan for 2028 and opens options for the School District that we would not have alone. FLEHT onboarding includes clinic planning and creation with Marsh. Putting up a clinic in 2027 can potentially reduce any potential call back from the contingency rate agreement and can also advance an important piece in moving to being self-insured in 2028 with less overall funding being needed to make that happen.
