Executive Summary

The Supervisor of Risk, Benefits and Wellness, on behalf of the Superintendent of Schools, hereby requests the Board approve the renewal of RFP No. 24-953-32: Employee Health Benefits Program awarded to Blue Cross Blue Shield of Florida and authorize the purchase of group health insurance for an estimated cost of $21,333,870.00. The health insurance agreement term will be 01/01/2026 through 12/31/2026.

This renewal agreement will have no impact on the employee only tier. The dependent tiers have increased though the Insurance committee did agree to continue to reduce some of this impact by contributions from Medical Loss Ratio and Profit Share Credits.  This renewal includes $360,000 call back forgiveness, $150,000 wellness and benefit technology contribution.

Financial Impact

See attached budget sheet.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District.  Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
