Presentation and Information on the option of and participation agreement with the Florida Educational Health Trust (FLEHT)

Executive Summary

The Director of Labor Relations & Professional Standards, on behalf of the Superintendent of Schools, hereby requests the Board review the presentation for Florida Educational Health Trust (FLEHT) for consideration of a participation agreement in planning for a health plan decision for 2027. The agreement to participate FLEHT is 1 of 3 ways a school district can have health insurance and allows the district to plan for a transition to being self-insured, with supports, while still using 2026 to explore all options and make a decision midway during the calendar year of 2026 for the 2027 health plan year. There is a one-time capitalization expense of $10,000 to join FLEHT that occurs after signing the participation agreement. The participation agreement will be placed on a Board meeting agenda in January 2026 for consideration based on this workshop review and direction from the Board.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District.  Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
