Approval of the NEFEC 2026-2031 ESOL Add-On Endorsement Program

Executive Summary
The Supervisor of Professional Learning, on behalf of the Superintendent of Schools, hereby requests the Board to approve the NEFEC 2026-2031 ESOL Add-On Endorsement Program. Each endorsement program is approved by the FLDOE for a period of five years and must be revised and reapproved each time. Once content is initially approved by the FLDOE, the Board must approve its use and then the FLDOE is notified of the acceptance/approval date. Our district uses the NEFEC ESOL Endorsement plan and the ESOL plans consist of content outlined in Florida Rule 6A-4.0251 Florida Teacher Standards for ESOL Endorsement. This rule underwent substantial language and content changes, and those changes required all districts to update their ESOL matrix and course content to those specifications and submit the new plan for FLDOE approval. The plan has been revised to ensure that there is no language or content that conflicts with statutory requirements and has been approved by the FLDOE, FLDOE approval is included.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District. Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
