Review and Tentative Approval of the 2023-2024 Instructional Personnel Evaluation System.

Executive Summary
The Director of Human Resources, on behalf of the Superintendent of Schools, hereby requests the Board gives tentative approval for the 2023-2024 Instructional Personnel Evaluation Manual. HCSB Policy 3220 Evaluation of Instructional Personnel indicates the need for the Board to approve the evaluation instrument used when changes are made and that it complies with State law. The two substantial changes made was the addition of the phrase face to face in regards to mid-year meetings that was added in two places to emphasize the importance of this meeting for instructional staff and their administrator to discuss ratings to date and plans to support improvement where needed. The second change was a caveat to the number of observation needed to teachers with a classroom or ESE evaluation type, including probationary in both cases. Currently we call for 5 observations. However if at the mid-year report the score of instructional staff is 57 out of the possible 65 points then the instructional staff member and administrator can agree that four observations will be sufficient and the fifth is not necessary. Please note that you will find these two changes by reviewing the first 8 pages of the manual. The Evaluation Manual Annual Review Team (EMART) met on May 15, 2023 and agreed to these changes. All other parts of the manual remain the same. This meets that requirements set by the state. A quick summary of these requirements includes: 65% of the evaluation is based on observed practices, 35% of the evaluation is based on student outcome measurement, every instructional staff member has a student outcome measurement appropriate to their evaluation type, and probationary staff have an additional evaluation and the 3 step formal observation within the first 30 student contact days.
