Approve the Participation Agreement for the Hernando County School District to Apply for Membership in the Florida Educator Health Trust (FLEHT)

Executive Summary

The Director of Labor Relations & Professional Standards, on behalf of the Superintendent of Schools, hereby requests the Board sign the participation agreement for FLEHT to apply for membership in The Florida Educator Health Trust, FLEHT. The participation agreement will allow for the Board to work with FLEHT in planning and preparing for a self-insurance program with an anticipated start date of 1/1/2027. Any costs associated with this for calendar year 2026 such as the FLEHT capitalization fee and services from AVAIL for a transition/support will be below the threshold needed for Board Approval. Funds from the BC/BS Donations will be used to cover these minor costs at a future time. The Board will have regular updates through workshops as parallel proposals will come to the Board as part of the insurance renewal and planning process. The process will allow the Board multiple options to make the best decision for health insurance for the employees for the calendar year of 2027. The Board had a workshop on December 9, 2025, to review participation in FLEHT and provided tentative approval to move forward with this plan that includes this participation agreement approval as an application to join FLEHT.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District.  Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
