Presentation of Health Care Plan with Insurance Committee and Superintendent Recommendation of going Self Insured with Florida Blue and FLEHT oversight

Executive Summary

The Director of Labor Relations & Professional Standards, on behalf of the Superintendent of Schools, hereby informs the Board of the insurance committee recommendation and the Superintendent’s recommendation for the health care plan for 2027. The recommendation of the insurance committee and the Superintendent is to become self-insured under Florida Blue providing ASO, PBM, and Stop/Loss Coverage with coordination and oversight of FLEHT. Due to the high cost of the increase for fully insured and/or the suggested rate to fund the plan with self-insurance, plan changes were reviewed and recommended by the insurance committee to have a reduced increase than originally discussed. The Board is also supporting the reduced increase compared to the original numbers by the designation of the assigned health funds to support the transition to self-insurance as it acts as a contingency to pay claims if needed and raises the confidence level of the model.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District.  Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
