Executive Summary

The Director of Secondary Programs, on behalf of the Superintendent of Schools, hereby requests the Board to approve the MOA between the University of Florida Board of Trustees, on behalf of the University of Florida Lastinger Center for Learning, and the School Board of Hernando County for participation in the Florida Tutoring Advantage (FTA) Program for the periods of July1, 2026 - August 31, 2027.

 

The Florida Tutoring Advantage (FTA) is a statewide initiative administered by the University of Florida Lastinger Center for Learning to provide evidence-based academic interventions aligned to Florida’s Benchmarks for Excellent Student Thinking (B.E.S.T.) Standards. Through this Memorandum of Agreement, Hernando County Schools will have the opportunity to participate in state-supported tutoring and instructional support services for eligible students. The agreement includes access to in-person tutoring for qualifying kindergarten through grade five students in reading and mathematics, as well as Artificial Intelligence-enhanced instructional supports through Khanmigo for students in grades 6-12.

 

The Memorandum of Agreement establishes the roles and responsibilities of the University and the District regarding program implementation, student eligibility, data sharing, and continuous improvement. Participation will provide additional instructional resources to accelerate student achievement while supporting the District’s academic priorities. The agreement does not create a direct contractual relationship between the District and the service providers and it also does not create a financial obligation to the District, as services are provided through the University’s statewide program.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District.  Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
