Executive Summary

The Director of Federal Programs, Magen Schlechter, on behalf of the Superintendent of Schools, hereby requests the Board approve  the agreement with Franklin Covey for The Leader in Me Program for implementation district-wide and authorize the purchase of goods and services for an estimated spending of $650,000.00 through fiscal year 2027-2028 (estimated at $216,667.00 per year).

Currently, Challenger K-8 School, Dolores S. Parrott Middle School, Eastside Elementary School, Explorer K-8 School, Hernando High School, Moton Elementary, and Weeki Wachee High School will begin this whole-school transformation model. The Leader in Me (TLIM) is built around Stephen Covey’s 7 Habits of Highly Effective People. The program focuses on developing leadership and personal growth for students, embedding these principles into school culture, curriculum, and practices. TLIM aims to help students build leadership skills that make them proactive, responsible, and effective. By promoting self-awareness, goal setting, and collaboration, the program fosters a positive environment where students take ownership of their learning and leadership development. In short, TLIM is a school-wide program designed to nurture leadership skills, teamwork, and personal growth in students. The total estimated amount over a three-year period will not exceed $650,000.00, which includes extra materials and training fees. This dollar amount includes a district membership with access to the program’s online platform, student membership fees, professional learning and consultation fees, curriculum guides and resources, and registration costs for the annual TLIM Symposium. The district has been awarded $403,450.00 in sponsor funding.

If expenditure is not currently budgeted, this will serve as the budget amendment when Board approved. If the agenda item includes the purchase of goods or services, the funds requested are an anticipated amount and may fluctuate depending on such factors as current market conditions, product availability, additional funding sources, and the needs of the District.  Should the actual cost exceed the anticipated amount, the Board approves the additional cost, after review by the superintendent, but not in excess of the funds available in the site’s approved annual budget.
